SPENT FUEL POOL BORAFLEX NEUTRON ABSORBING MATERIAL - PALISADES PLANT (TAC NO. 60844)

The staff has recently been informed that anomalies have been found in the Boraflex neutron absorbing material used in the spent fuel pools of the Point Beach Nuclear Plant and Quad Cities Station.

Since Boraflex is us~d as a neutron poison for criticality control. in the re-racking of the Palisades spent fuel pool, we request that you provide the information requested in the enclosure.

We request your.response as soon as possible if we are not to impact your schedule.

The reporting and/or recordkeeping requirements of this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under PL 96-511.

1.

Based on the recent experience pertaining to degradation of Boraflex in spent fuel pools at Quad Cities and Point Beach nuclear power plants, provide justification to demonstrate the continued acceptability of Boraflex for application in the Palisades spent fuel pool.

2.

Based on the recent information, provide any changes to the inservice surveillance program for Boraflex neutrc.n absorbing material and describe the frequency of examination and acceptance criteria for continued use.

Provide the procedures for testing the Boraflex material and interpretation of test data.

3.

Describe the corrective actions to be taken if degraded Boraflex specimens or absorber is found in the spent fuel pool.
