PERFORMANCE TESTING OF RELIEF AND SAFETY VALVES

- ADDITIONAL INFORMATION -

BLOCK VALVES.

NRC letter dated August 6, 1985 requested additional information on TMI Action Plan (NUREG 0737) Item II.D.l - Performance Testing of Relief and Safety Valves.

Consumers Power Company letter dated December 30, 1985 provided the requested additional information except the information provided in response to request No. 5 regarding Block Valves was incomplete and stated that more information would be submitted later.

This letter submits that information.

Request No. 5 was stated as follows:

"The submittal indicates that the PORV block valves are closed during normal plant operating conditions such that the block valves (and the PORVs) are not challenged under full flow, high pressure and temperature fluid conditions.

However, during the mitigation of some transients, the block valves may be opened to either reduce challenges to the safety valves or for depressuri-zation of the primary system.

There were no full size, full flow tests performed by EPRI on the plant model block valve.

Therefore, provide information which demonstrates that the block valves can be operated, closed and opened for all fluid conditions expected under operating and accident conditions as required by NUREG-0737, Item II.D.l."

Our complete response is:

Palisades operates with.the block valves closed and the Palisades Safety Analysis does not require operation of the block valves.

However the Palisades Emergency Operating Procedures suggest use of the PORV's and block valves to initiate once through cooling or as an alternate pressure control success path.

Since valves similar to the Palisades Block Valves were not tested during the EPRI test program and use of the block valves is now refer-enced in the revised EOP's, new block valves will be installed in the Palisades Pressurizer PORV inlet lines before the end of 1988 refueling OC06S7-0086-NL02 8706170534 870612 PDR ADOCK 0500025S p

It is not a requirement that the new valves meet EEQ requirements since they are part of an alternate functional recovery success path while the primary success path for controlling pressure and heat removal requires use of the auxiliary feedwater/steam generator heat sink and steaming path.

The newly installed valves will meet NUREG 0737 Section II.D.l requirements.
