Gentlemen:

This refers to the routine inspection conducted by Mr. J. Patterson and others

of this office on May 18-20, 1987, of activities at Palisades Nuclear Power

Plant authorized by NRC Operating License No. DPR-20 and to the discussion of

our findings with Mr. W. Beckman and others of your staff at the conclusion of

the inspection.

The enclosed copy of our inspection report identifies areas examined during

the* inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

However, one weakness was identified which will require corrective

action by your staff. This weakness is summarized in Enclosure 1,

WEAKNESS,

11 of this letter.

As required by 10 CFR Part 50, Appendix E (IV.F),

any weaknesses that are identified must be corrected.

Accordingly, please

advise us within 45 days of the date of this letter of the corrective actions

you have taken or plan to take, including the estimated dates of completion.

In accprdance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room. *

EXERCISE WEAKNESS

The medical drill was not acceptable. This included the initial response to

an injured man in the plant plus coordination with ambulance personnel and

duties at the hospital emergency facility by licensee personnel.

Palisades

Emergency Implementing Procedure (EIP) EI-14, Medical Care/Treatment of

Contaminated Injured Personnel, and EIP, EIP-3 were not ~ollowed.
