This refers to the routine safety inspection conducted by_Mr. J. Patterson

and others of this office 9n April 20-24, 1987 of activities at the Palisades

Nuclear Power Plant authoriz~d by License No. DPR-20 and to the discussion of

our findings with Mr. J. Lewis, Mr. W. Beckman, and others of your staff at

the conclusion of the inspection.

The encloseq copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

However, we are_concerned with your inability to demonstrate

through telephone call-in drills that enough personnel can respond to meet

the goals of shift augmentation as listed in Figure 5-6 of your Site Emergency

Plan.

Successful demonstration of shift augmentation cannot be delayed until

your planned telecomputer dialing system and other aids are operational.

As

listed in Section 5 of this report, we expect you to meet the commitment of

conducting Qne_call-in drill before July 1, 1987, with a secon9 drill

conducted ~ithin 90 days of the first.

Documentation and critique results

should be included for each drill for our review at a later date.

In accordance with 10 CFR 2.790 of the Commission's_regulations, a copy

of this letter and the enclosed inspection report will be placed in the

NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
