TECHNICAL SPECIFICATIONS CHANGE REQUEST -
CONTAINMENT TESTING -
SURVEILLANCE OF PRESTRESSING SYSTEM Kenneth W Berry Director Nuclear Licensing Attached is a request to change the Palisades Technical Specifications.
The proposed changes to the surveillance of the containment prestressing system resulted from a Consumers Power Company commitment in resolution of Systematic Evaluation Program.Topic III-7.A, described in the Integrated Plant Safety Assessment Report - NUREG-0820, October 1982, Section 4.11.
Four previous inservice inspection surveillances of the Palisades prestress-ing system have been completed and are described in Section 5.8.8.3 of the Updated FSAR.
Consumers Power Company submitted the results of these inspections (1-year, 3-year, 5-year, and 10-year) in reports dated March 2, 1972, April 29, 1974, March 26, 1976 and November 11, 1981.
The commitment to modify the Technical Specifications was made in a March 12, 1982 Consumers Power Company letter which proposed changes to comply with a draft version of the ASME B&PV Code, Subsection IWX-3210.
Since that time, the requirements in IWX-3210 were incorporated into ASME B&PV Code,Section XI, subsection IWL.
Proposed revision 3 to Regulatory Guide 1.35, which implements the requirements of 10CFR50 (GDC 53), was also used in the basis for this proposed Technical Specifications change as the regulatory position proposed in revision 3 to the Regulatory Guide has been incorporated into the draft version of subsection IWL.
This proposed Technical Specifications change complies with the requirements of a pending ASME Code,Section XI revision, and the proposed revision 3 to Regulatory Guide 1.35.
The requirements in the new Subsection IWL have not been formally issued, however, we do note the NRC has been actively participating in the code development.
A meeting of the Section XI working group on concrete pressure components approved subsection IWL on April 28, 1987.

later this year.
Although these proposed changes precede the issuance of the approved subsection, Consumers Power considers the changes as technically acceptable and, therefore, requests the NRC approval.
Consumers Power intends to implement the proposed changes during the next surveillance scheduled to coincide with the October 1987 Maintenance Outage.
We request NRC approval prior to that time.
A check in the amount of $150.00 is enclosed as required by 10CFR170.12.
