Director Nuclear Licensing EXPANSION OF THE SPENT FUEL POOL STORAGE CAPACITY - TECHNICAL SPECIFICATIONS CHANGE REQUEST - SUPPLEMENTAL INFORMATION Consumers Power Company letter dated October 16, 1986 submitted Revision 1 to our February 20, 1986 Technical Specifications Change Request regarding expansion of the spent fuel pool.by reracking.
Additional information was submitted by letters dated April 24, 1986, July 24, 1986 and December 19, 1986.
Previous submittals inadvertently.omitted our purpose for proposing to delete existing Technical Specification Section 5.4.2.g.
This letter provides that information.
Existing Technical Specification 5.4.2.g requires spent fuel stored in the high capa*city racks as described by the SER supporting Amendment No. 29 to have decayed for a minimum of 12 months if the storage racks are not supported by similarly designed, adjacent racks and the spent fuel pool wall or cask anti-tipping device.
The proposed two region configuration of the main pool does not locate racks as described in the SER supporting Amendment 29 (referred to as Region I racks) adjacent to the cask anti--'tipping frame.
Two of the Region I racks will, however, be located adjacent to and south of the proposed free standing racks (referred to as Region II racks).
Therefore, there will be no similar adjacent racks to restrict movement to the north during a seismic event.
The existing 12 month decay requirement of Technical Specification 5.4.2.g was required because, at the time Amendment No. 29 was issued, the only completed analysis for seismic qualification of the Region I racks assumed the racks.

restricted in horizontal movement in the east, south and west directions by existing Region I racks and the fuel pool walls.
Analysis has been completed which shows that no horizontal support is required to prevent northerly movement and subsequent undesirable contact with adjacent Region II racks..
2 In view of the facts that: (1) the existing Region I racks will not be located adjacent to the cask anti-tip frame; (2) analysis has been completed which shows*that horizontal support to prevent movement in the northerly direction is not required for those Region I racks located adjacent to the new free standing Reg~on II racks; and (3) the proposed Region II racks are free standing and require no restriction on horizontal movement; Consumers Power Company proposes to delete existing Technical Specification 5.4.2.g.
