APR 0 8 l8d7 This is to acknowledge receipt of your letter dated March 17, 1987 which_
transmitted Changes to the Palisades Site Emergency Plan, ~pecifically, Section 4, Table 4.3 - Emergency Action' Levels (EALs).
This EAL table was reinserted in the plan in response to an earlier review of the plan by our staff (Reference.Letter of January 27, 1987 to Dr. F. W. Buckman, Vice President, Nuclear Operations, Consumers Power Company).
We have reviewed Revision 7 of your Emergency Plan and determined th~t -
with this change, the. plan is still consistent with the requirements of
_10 CFR 50.54(~) and w*ould not decrease the effectiveness of your plcrn if
_ - put,- i_nto effect.*
Pleas~ be reminded that 10 CFR 50.54(q) requires prior NRC approva1**-of any changes to your plan which may decrease the effectiveness of the plan:
However, if your safety review assures no decrease in emergency preparedness
~ffectiveness, then changes to the plan may be made and implemented without prior NRC approval.
In all. cases, you must furnish copies of each proposed
. change to the NRC in accordance with 10 CFR 50. 54( q).
Al so, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (implementing Procedures).
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed. in the the NRC's Public Document_Room.
