APR 0 3 1987 Thank you for your letter of March 5, 1987 which included a copy of Consumers Power Compa.ny' s scope anc object.i vcs for the 1987 Pali sades Pl ant 1 s arinua 1 emergency preparedness exercise scheduled for May 19, 19P-7.

Also, we understand that Objective 3c., Collection and Analysis of a Post Accident Primary Coolant Sample, will not be demonstrated due to installation of a new post accident sampling panel and the need for related training, both of which will not be completed prior to the ~ay 19, 1987 exercise. This item was addressed in your letter of March 12, 1987, from Mr. Brian 0, Johnson, Staff Licensing Engineer to the NPC Document Control Desk in Washington, P.C.

As explained in that letter, this unavailable post accident sampling panel was discussed between Mr. Anthony P. Y.atarsky of your staff ar.c Mr. James P. Patterson of Region lII.

We have no further questions ori Objective 3c., and we will observe the post acciderit sampling and analysis as an emergency function in a pr~ctice drill some time following the exercise.

All other aspects of the scope and objectives for the May 19, 19E7 annual exercise were acceptable.

My staff will provide further comments on the adequacy of the scenario when submitted and communicate them to "1r. Phillip Loomis, F.mergency Planning Administrator, approximately two to three weeks prior to the exercise.

Thank you for your timely submittal within the recommended 75 days prior. to the annual exercise.
