Discussions with the NRC Palisades Project Manager relating to the Palisades Plant Technical Director's and Engineering and Maintenance Manager's responsibilities have resulted in *our commitment to provide the attached information.
The attachment contains applicable sections of the Palisades Administrative Procedures which delineate the responsibilities for these positions.
Pages 1 through 4 of Procedure No. 1.00 include the responsibilities of the Plant Technical Director position.
Pages 1 through 5 and 21 through 26 of Procedure No. 5.00 include information pertaining to the Engineering and Maintenance Manager's responsibilities that are specific to the engineering staff.

He is responsible for performance of mechanical maintenance*, minor modifications (when the Plant Work Order* system is used) and repair work conducted at the Plant which is performed under his general super-vu ion.
He organizes, directs, coordinates and controls t_he performance of the mechanical maintenance activities.
He. shall:

Provide management input on the manpower requirements and skills needed to accomplish corrective or preventive maintenance, repair, overhaul and inspections, including the use of Plant personnel, traveling repair crews, contracted labor and contracted servi_ces.
- b. *Ensure the qualifications of personnel relative.to work performed by the Maintenance Department are appropriate to the activity, and are appropriately documented.
- c.
Ensure the availability of special fixtures*, service representatives and procedures in advance of major equipment overhauls, major inspection programs or refuelings.

PLANT PROJECTS DEPARTMENT Plant Projects Superlntendent The Plant Projects Superintendent reports to the Engineering and Maintenance Manager and has the Plant Project Section Heads reporting to him.
He shall direct the overall functions of the Plant Projects Department which include, but are not limited to:
- a.
Coordinate major modifications with PE&C Department.
- b.
Provide support and technical guidance on industry standards and codes and Plant specifications.
- b.
Coordinate activities of technical groups contractors, or consultants temporarily onsite.
- d.
Maintain the integrity of Plant design documents including NPRDS.
- e.
Conducting and evaluating Inservice Inspection, ILRT and Tendon Tests.

Initiate requests to purchase spare and repair parts in accordance with CPCo and Palisades Plant procurement procedures.

Coordinate Plant support from other organizations required for Plant modification projects, testing and surveillance programs.

Perform a review for accuracy and control modification installation tagging requests.

Perform a review and process Notice of Outside Contruction forms.
- d.
Coordinate Plant reviews of m9dification design documents, construction, and testing procedures.
- e.
Inspect modification work* being performed.
- f.
Initiate applicable Q-List determinations for assigned projects.
- g.
Prepare all project reports that may be required.
- h. Close out associated Work Orders and/or Purchase Orders on completion of the proj~ct/modification.

Perform technical review of Review System generated purchase requisitions for installed Plant equipment material procurement to assure proper description, code and specification call out and that the various Plant material control procedure requirements have been imposed.

MATERIAL CONDITION IMPROVEMENT PROGRAM Material Condition Improvement Supervisor The Material Condition Improvement Supervisor reports to the Engineering and Maintenance Manager and has the Material Condition Planners reporting to him.
He shall supervise the overall functions of the Material Condition Improvement Project.
This includes but is not limited to:
- a.
Development and implementation of the Project Plan.
- b.
Identification and coordination of required resources.
- c.
Update plant management and staff on project status.
- d.
Provide necessary interface with the plant departments.
- e.
Act as Material Condition Inspection Coordinator.
- f.
Evaluate progress of this project and make long term recommendations.
Material Conditioi Improvement Planner The Material Condition Improvement Planner reports to the Material Condition Improvement Supervisor.
The responsibilitie*s of the Planner shall include, but not be limited to:
- a.
Supervise workmen in proper work and safety practices.
- b.
Establish Standards for Plant Material Condition.*
- c.
Communicate Standards to Plant personnel and lay a foundation for culture change.
- d.
Schedule and plan.work to upgrade plant material condition

FIELD MAINTENANCE SERVICES Field Maintenance Services (FMS) Personnel When assigned to perform maintenance activities at Palisades, FMS shall report functionally to the Engineering and Maintenance Manager, or his designated alternate,or site assigned Projects Engineering and Construction (PE&C).
The assignment of maintenance activities to FMS work crews shall be controlled by the Engineering and Maintenance Manager and the number of _.FMS personnel and their work schedules shall be agreed to in advan~e by the Engineering and Maintenance Manager.
While onsite, all FMS personnel shall *comply with all. applicable* Plant*
procedures and policies.
In addition, the responsibilities of FMS Sueprvision shall be the same as the equivalent *plant positions.
