Docket No. 50-255 Mr. Kenneth W. Berry Director, Nuclear Licensing Consumers Power Company 1945 West.Parnall Road Jackson, Michigan 49201

Dear Mr. Berry:

December 30, 1986 *

SUBJECT:

PALISADES PLANT - ACCEPTANCE OF THE REVISED ODCM (DATED AUGUST 29, 1985) AND PCP (REV. 1) DOCUMENTS By submittal dated August 29, 1985 of the Palisades Semiannual Radioactive Effluent Release and Waste Disposal Report for January through June 1985, Consumers Power Company provided Revision 1 of the Process Control Program (PCP) and a revised Offsite Dose Calculation Manual (ODCM) (dated August 29, 1985) in accordance with Technical Specifications 6.18 and 6.19.. These are the latest reported revisions of these documents.

The original PCP and ODCM authorized for use were essentially draft documents.

We have reviewed this revised Palisades ODCM and find that lt generally uses documented and approved methods consistent with the guidelines of NUREG-0133.

However, you have not provided a methodology in the ODCM for estimating the release of specific radionuclides in gaseous effluents from the steam generator blowdown vent system which exhau~ts directly to the atmosphere and is not released through the plant stack.

Therefore, we find that the revised ODCM is an acceptable reference with the exception that you should revise the ODCM in the near future to correct this above deficiency.

We have also reviewed the revised PCP (Rev. 1) and find that it is generally consistent with current NRC criteria and, the~efore, is acceptable for use with the Technical Specifications.

However, several deficiencies were noted which should be corrected in a future revision of the PCP.

In addition, it should be noted that the acceptability of the revised PCP is based on currently available NRC guidance that does not fully incorporate consideration of the requirements of 10 CFR Part 61 which became effective in 1983.

A future revision of the PCP should provide fully detailed information on assuring compl1ance with the requirements of 10 CFR 20.311 regarding classification of waste according to 10 CFR 61.56 and waste characteristics requirements of 10 CFR 61.55.

NRC guidance on the above is scheduled for issuance by early 1988.
