Kenneth W Berry Director Nuclear Licensing TECHNICAL SPECIFICATION CHANGE REQUEST - DIESEL FIRE PUMP OPERABILITY AND SERVICE WATER TEMPERATURE Attached are three (3) originals and thirty-seven (37) conformed copies of a.
request to change Palisades Technical Specifications.
The attached proposal provides operability requirements for the two diesel fire pumps consistent with those for the service water pump which they serve to augment.
The change request also contains a plant operability limitation based on service water temperature of 53°F.
Service water surveillance requirements are included.
The existing surveillances for the diesel fire pumps are considered appropri-ate and are not modified herein.
Consumers Power Company and the NRC held a meeting on November 12, 1986, to discuss issues related to flow deficiencies in the Component Cooling Water (CCW) and Service Water Systems (SWS) at Palisades.
These deficiencies were reported in LERs86-032 and 86-036.
The meeting agenda included a description of the deficiencies, their resolution, and the remaining actions required before plant startup as well as long term proposals to resolve the flow deficiencies.
In addition to informing the staff about the issues, the purpose of the meeting, in part, was also to justify to the staff our previous proposed Technical Specifications change of October 20, 1986, to remove Containment Air Cooler Fan V4A.
Removing V4A allows blocking service water flow to its associated Containment Air Cooler, VHX-4, and thereby diverting service water to other critical components required by accident analyses to be operable.
The removal of V4A is permissible because it has not been included in previous plant accident analyses.
These proposed changes, for diesel fire pumps and service water temperature, will be made part of the Palisades Administrative Procedures and Consumers Power Company commits to operate the plant by considering these proposed changes as Technical Specification requirements which will require NRC approv-al prior to changing our commitment.
As such, we do not consider issuance of

It is our intent to continue evaluation of the restrictive service water temperature before next spring when a limiting condition of operation for plant operation will be entered.
Furthermore, in the long term, we intend to modify the service water system to ensure that adequate flow to all critical components is provided by the.service water pumps in all postulated conditions without dependence on the diesel fire pumps or other manual system alignments.
In addition to the attached Technical Specification Change Request, Consumers Power Company was asked, in our November 12 meeting, to provide additional information with regard to the diesel fire pumps.
This information is includ-ed in Attachment 2.
A discussion of the service water flow deficiency and
.testing and evaluations to justify plant operation, as provided in Section 2-I. G. 2. 3 of our response submittal dated December 1, 1986, is included in.
A summary of the Fire System qualifications to provide backup to the Service Water System is provided in Attachment 4.
Considerable inhouse confusion has existed over the years with respect to actions related to Specifications 3.4.2 and 3.4.3.
These sections are related to the changes made herein.
Clarification and justification for changes to these specifications will be addressed in a subsequent change request to be submitted in the near future.
A Technical Specifications Change Request submitted November 24, 1980, includ-ed changes that resulted from our LER 80-003.
These changes, like the ones proposed in this request, affect the containment cooling system but are applicable to the containment spray system.
We request the appropriate changes from the earlier submittal be incorporated into an Amendment that will include the proposed changes herein.
The changes, A, B, E, G and H, to the November 24, 1980, request remain applicable.
The remaining changes, C, D and F, have.been superseded by other requests for change or previously approved Amendments.
The November 24,.1980 request is included as Attachment 5.
A check in the amount of $150.00 as requested by 10CFRL70.12 is enclosed.
