October 20, 1986 Docket No. 50-255 Mr. Kenneth W. Berry Director, Nuclear Licensing Consumers Power Company 1945 West Parnall Road Jackson, Michigan 49i01

Dear Mr. Berry:

SUBJECT:

MODIFiCATION OF THE PALiSADES PLANT SEISMIC DESIGN

.CRITERIA TO INCORPORATE ASME CODE -CASE N-411 In your letter.dated July 28, *1986, you ~ubmitted information regarding the imple~entation.of ASME C6de Case 411 into the seismic a~alysts of piping systems at t_he Pa 1 i sades Pl ant.

A 1 though not requ.(red, you_ provided this information as a result of your reques,t for clari{icalion'from ihe NRC staff of the conditions on;this Code Case as stated in Regulatory Guide.1.84, Revision 24, an*d the guide 1 i nes deve 1 oped by *the NRC>> s tatf for the applicability of,th1s Code Case. *The purpose of this, letter is to provide our comments on the submitted information..

1.

ASME Code Case N-411 prescribes mooa 1 damping va.1 ues v*aryi ng from a maximum of __ 5%-to a minimum of 2%* in the~.r*ange 0of"IO\\Hz to 2.0 Hz.-~.i:hi*s:*

requires that the corresponding res pons~ spectra.from: 5% to 2% be*, -..

avai 1ab1 e.

CPC c_ommitted.. to use the' response* spectra;, deve.l oped by_ ~the Livermore National Laboratory in NU_REG/CR-:-l.{333.* Howeyer, :fh~.spec:t.raT curves in.this report.are shown 011.ly ~3~,' 5% '_,ang ?~*

~$,ince\\th.~ 2%. curves,:

are n.ot a.'1:ailable, CPt would be requjred.*to gener'ate these-curves; by_,,.,-*~

using a time histofy analysis or*by*extrapol~t.ing from the*ay~ilabTe.

  • curves.. CPC stated that they are curre"ntly e.valuating the feasibi.lity of
  • generating the 2% spectra directly.. Un_tn:--the tfme t~'e/2% spectra_ are generated, CPC intends to. emp 1 oy the NUREG/CR-18~*3 ~p.e'ctra with. 3%.

damping.beyond 10 Hz.. The justificatic;>n fo.r -this is *that 'for th~~e_.;*>~

  • spectra* there is not expected to be'"niuch.djfference betwee~ the '3%:;an~_:':.2%

.. spectra in the range between 16.to:. 20-*Hz._

(J;he' spectra betweer:i_;5%'and.:.3%

are appl.icabie in the rarige 10 to 16 Hz}.** An examination.by tt:ie'~taff.of the spectra 1n"*NUREG/CR-1833-indica:tes that all spectra at* any given*-

e 1 evation converge to the zero period acce 1 erat ion (ZPA) at 20 Hz.* The 2%.

nominal spectra were constructed. by extrapolation of the 7%, 5% and 3%

spectra in the range ~f _ l0-20 Hz.* Between 16. and 20 Hz there is indeed Jittle difference between the 2% and 3%. spectra.

Therefore, for the case of Pa 1 i sades, the* intention by CPC to use the 3% spectra instead of the 2% spectra from NUREG/CR-1833 is determined. to be.reasonable.

Mr. Kenneth *

2.

As required by our guidelines, CPC also has stated (page 5) that jt intends to 11 r~view the impact of higher ~odes (greater than 33 Hz) as contributing to overal 1 response a11d interpret any potent i*a 1 response in

-terms of the modal effective mass* fraction.

11 This intention is necessary.

but not sufficient.

We require that the effects of higher modes be

.specifically included in the arialysis for determinin~ th~ seismic response of any piping system.
