Nuclear Licensing EXPANSION OF THE SPENT FUEL POOL STORAGE CAPACITY -
SUPPLEMENTAL INFORMATION Consumers Power Company letter dated February 20, 1986 submitted the Technical Specifications change request and supporting Safety Analysis Report (SAR) associated with the proposed installation of new spent fuel pool storage racks in approximately one-half of the Palisades Plant spent fuel pool.
As stated in that letter, the final detailed analyses were to be completed and available for review after March 31, 1986, and the final figures and tables missing from the February 20, 1986 submittal would be provided at that time.
All analyses, with the exception of the spent fuel pool structural analysis, were completed by April 9, 1986, rather than the March 31, 1986 date.
This letter provides confirmation that the conclusions given in the SAR, with the exception of those for the pool structure, are valid and transmits the following final tables and figures (Attachment 1):

° Figures 3-3a and 3-3b of the SAR (Note that the SAR submitted on February 20, 1986 showed figure 3-3 as a single figure.
We have since decided to divide this figure into two parts, designated 3-3a and 3-3b.
Therefore, the last sentence in paragraph 3.1.4.1.2 on page 3-6 of the SAR has been changed to read "Figures 3-3a, 3-3b, and 3-4 illustrate the results of these Region II sensitivity studies." A revised SAR page 3-6 is provided in.
° Figure 3-4 of the SAR.
A supplemental information letter confirming the results of the spent fuel pool structural analysis will be submitted by April 30~ 1986.

With regard to the existing NUS racks which will remain in the pool and constitute Region I, the evaluation of "significant hazards considerations" in our letter of February 20; 1986 (Attachment I, page 6) stated that analysis of the consequences of a seismic event will show either:
- 1) no horizontal support is needed to prevent northerly movement of the Region I racks, or 2) additional modifications will be needed to prevent the Region I racks from moving in the northerly direction.
This analysis has been completed and the results show that no modifications to the Region I racks are necessary.
All other conclusions in the SAR concerning the new Region II racks and the thermal hydraulic analyses, except those for the pool structure, have been confirmed and, therefore, are unchanged from those stated in the SAR.
Consumers Power Company also takes this opportunity to submit a number of revisions to our February 20, 1986 submittal, in addition to the change to figure 3-3 noted above.
These revisions are editorial in nature and are described below.
Revised pages are also included in Attachment 2.
