EXPANSION OF THE SPENT FUEL POOL STORAGE CAPACITY Kenneth W Berry Director Nuclear Licensing Attached are three (3) originals and thitty-seven (37) conformed copies of a Request for Change to the Palisades Technical Specifications.
This-change to the Design Features section of the Technical Specifications is necessary to increase the storage capacity of the Spent Fuel Pool (SFP.) by installing new spent fuel storage racks in.approximately one-half (1/2) of the Palisades Spent Fuel Pool.
The new racks have a nominal center-to-center distance of 9.17 inches.
The existing racks have a nominal center-to-center distance of 10.25 inches.
Replacing approximately one-half (376) of the existing 10.25 inch, center-to-center, storage locations w.ith 470 of the new 9.17 inch, center-to-cent~r, storage locations provides a net gain of 94 storage loca~
tions and will allow operation, with Full Core Discharge (FCD) capability, for two additional fuel* cycles after cycle 7 (scheduled to start in February, 1986 and to end in April, 1987}.
The. new closely' spaced_ storage locations will provide increased storage space in each location that will be large enough to store a canister containing.consolidated fuel rods from two fuel assemblies -
if consolidation is chosen as a future method of extending the Palisades fuel storage capability. The objective of this proposed reracking project is to satisfy the requirement in the Nuclear Waste Policy Act of 1982 that. NRC licensees exhaust all'means of storing spent fuel on the Plant site before the Department of Energy _~an take spen_t fuel for storage off site.
The r:eason why the entire Palisades spent fuel pooi is not being reracked to increase storage capacity is due to the need to maintain a section of the pool with the existing larger center-to-center spacing to accommodate the storage of fuel with littl~ or no burnup.

Consumers Power Company requests prompt attention and approval of this pro-posed license amendment before June 15, 1986 in order to support installation of the new racks prior to the scheduled April 1987 refueling outage.
There are three attachments to this letter.
Attachment I contains a description of the proposed Technical Specification changes and an analysis which determines that this installation and license amendment involve no significant hazards.
Attachment II contains the proposed Technical Specification change.
Attach-ment III is a Safety Analysis Report for the new racks and the resultant spent fuel pool configuration and contains references to criticality, structural and thermo-hydraulic analyses for which preliminary studies are complete.
The completed detailed analyses will be available for review after March 31, 1986.
The presently provided preliminary and/or blank figures and tables in the attachments will be provided in final form at that time.
After approval, the specification changes requested in this Technical Specification Change Request will become effective when the installation of new racks commences.
This letter supersedes and withdraws the May 11, 1981 Consumers Power Company letter entitled Technical Specification Change Request - Fuel Storage.
A check for $150.00 as required by 10CFR170.21 is included.
