SUBJECT:

RELIEF FROM ASME BOILER AND PRESSURE VESSEL CODE, SECT~ON XI The NRC has provided relief from a requirement of the ASME Boiler and Pressure Vessel Code,Section XI, which Consumers Power Company has determined to be impractical to perform at this time in accordance with your application dated November 1, 1985.

You have proposed acceptable, alternative interim testing as described in the enclosed Safety Evaluation.

You have also committed to perform these hydrostatic tests at the next refueling outage.

We have determined that the testing for which relief has been requested and approved is impractical at this time and pursuant to 10 CFR 50.55a(g)(6)(i),

that the granting of this relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.

In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.

RELIEF FROM ASME BOILER AND PRESSURE VESSEL CODE, SECTION XI The NRC has provided relief from a requirement of the ASME Boiler and Pressure Vessel Code,Section XI, which Consumers Power Company has determined to be impractical to perform at this time in accordance with your application dated November 1, 1985.

The code relief, granted in accordance with 10 CFR Part 50, Section 50.55a(g){6)(i), relates to the requirement for hydrostatiG testing of Class 2 piping associated with the Main Steam and Main Feedwater piping.

You have proposed acceptable, alternative interim testing as described in the enclosed Safety Evaluation.

You have also committed to perform these hydrostatic tests at the next refueling outage~

It does not preclude enforcement action, if appropriate, for the administrative failure that resulted in the test not being performed on schedule *in the 1983 outage.
