SUBJECT:
INSTALLATION OF ISOLATION SWITCHES - 10 CFR 50.48 AND APPENDIX R BY submittal dated October 29, 1985, you requested approval in accordance with 10 CFR 50.48, Paragraph C.5_of the design of modifications to the*
control circuits of essential safe shutdown equipment.
These modifications consisted of manually operated isolation switches being installed that would isolate any potential faulting of control circuits in certain fire areas from the controls of equipment needed to safely shut down with a fire in that area.
In response to t~lephone inquiries from the NRC staff, you provided additional information by letters dated December 3 and December 20, 1985.
Your response of December 20, 1985 was revised on January 17, 1986.
We agree with your interpretation that if Palisades maintains the capability for achieving and maintaining cold shutdown for a fire in these critical areas by use qf these modifications, the requirement for providing the capability of powering equipment necessary for maintaining hot standby from both onsite and offsite sources specified in Section III.L.4 of Appendix R is not applicable.
The modifications you have proposed are hereby approved as described in the enclosed safety evaluation.
We understand these modifications were completed in the December 1985-January 1986 refueling outage.
