PALISADES PLANT 1986 REQUALIFICATION EXAMINATION SCHEDULE t
- In a lefter of November 1, 1985, Consumers Power Company (CPCo) provided a

- response td Generic Letter 85-18, Operator Licensing Examinations and included a "best estimate" schedule of replacement operator licensing and requalification examinations for fiscal years 1986 through 1989.
In a letter of January 16~ 1986, CPCo requested a delay of 5 weeks to begin the next set of requalification e~aminati6ns at the Palisades Plant. The examinations were*scheduled to begin on January 31, 1986.
The request for the 5-week delay is due to the additional time to complete the current refueling outage
,a'nd CPCo concerns that licensed personnel participate in start-up activities
, after the outage.
In ~ddition ~o the 5~week delay, CPCri also raised the following issues:

0 The delay may be considered a change in frequency in conducting parts of the requalification program; therefore, in accordance with 10 CFR 50;54(i), NRC approval is required.
Although certain licensed individuals have or will have exceeded a 1-year period between requalification examinations, CPCo believes some extension is permitted in meeting the annual requirements.
The licensee's next examination schedule (FY 1987) will also slip an additional 5 weeks.
In addition to the January 16, 1986, letter, we have reviewed the correspondence.and regulations referenced in the letter; i.e., the Palisades Plant Requalification Program, No. 1302, submitted in a letter of May 14,
- 1982; the*letter of December 2, 1982, in which the Commission approved and rep6rted on the review of the Palisades Plant Requalification Program; and Generic Letter 85-18.
We *provide the following conclusions and recommendations:

the delay is minimal and allows licensed personnel to participate in start-up activities.

- Palisades Plant Requalification Program under the conditions of
- §50.54(i). Provisions for adjusting program schedules, which include special nuclear plant operating conditions or significant nuclear industry operating experiences, are contained in Section V, 11 Program-Requalifications, 11 of the Palisades Program No. 1302.
In the future, CPCo may*make adjustments, up to 2 months, to the schedule provided that CPCo perform a review as required by 10 CFR 50.59.
The 2-month period allows CPCo reasonable opportunity to plan and adjust the proje~ted training schedule under the provisions of the Palisades
~eq~alification Program and meets the intent of conditions in §50.54(i) and §50~59~ - Exceeding the 2-month period requir~s notification and approval uhder §50.54(i).
It is acceptable for certain licensed individuals to exceed a 1-year.
period between examinations, provided that the reason for the extension is formally evaluated and documented in the facility records.
The slippage of 5 additional weeks to the next examination schedule *
(FY 1987) is not acceptable since the goal of requalification programs is to establish a continuing process. Therefore, the 5-week delay is acceptable for FY 1986 but the examination schedule must resume on the projected schedule.
The intent of Generic Letter 85-18 was to inform the NRC of a "best estimate".
