CONSUMERS POWER COMPANY Docket 50-255 Request fqr Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Techriical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section-I below:

I. Change

1. Change the specified maximum drag force (break away friction) for mechanical snubbers in Technical Specification 4.16.l(e)(l) to two percent (2%) of the rated load of the snubber.

II. Discussion The requested change in maximum drag force from 1% to 2% of rated load corrects an overly restrictive snubber test acceptance criterion. Design information from the mechanical snubber manufacturer Pacific Scientific, indicates that a maximum drag force of 2% of rated load is the actual design performance requirement. Also, Pacific Scientific was contacted and confirmed that a drag force limit of 2% of rated load provides an appropriate test acceptance criterion.

Analysis of No Significant Hazards Consideration The change will revise an overly restrictive test acceptance criterion to a value that has been confirmed by the manufacturer to be appropriate. Although the present value is being relaxed, the snubber's drag force value will still be within the design value and will not affect the operation of the snubber. The change will therefore not involve a significant increase in the probability or consequences of an accident previously evaluated, nor will it create the possibility of a new or different kind of accident. The change in acceptance criterion does not affect the margin of safety identified in the plant Technical Specifications.

III. Conclusion The Palisades Plant Review Committee has reviewed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and therefore involves no r -_ _significant hazards consideration. 2 under the cognizance of the Nuclear Safety Board. A copy of this Technical Specification Change Request has bee~ sent to the State of Michigan official designated to receive such Amendments to the Operating License.
