3.25 ALTERNATE SHUTDOWN SYSTEM LIMITING CONDITION FOR OPERATION 3.25.1 The Alternate Shutdown System instrumentatio.n and components shown in Table 3.25.1 shall be OPERABLE. Operability shall be demonstrated by performing the surveillances in accordance with Section 4.20.
APPLICABILITY:
Reactoi coolant temperature > 325°F.

Basis The operability of the Alternate Shutdown System ensures that any fire will not preclude achieving safe shutdown. The Alternate Shutdown System components are independent of areas where a fire could damage systems normally used to shut down the reactor. This capability is consistent with Regulatory Guide 1.97 and Appendix R to 10CFR50.

4.7 EMERGENCY POWER SYSTEM PERIODIC TESTS 4~7.2 Station Batteries (Contd)
- b. Every three months, the specific gravity of each cell, the temperature reading of every fifth cell, the height of electrolyte, and the amount of water added shall be measured and recorded.
Basis The emergency power system provides power requirements for the engineered safety features in the event of a DBA. Each of the two diesel generators is capable of supplying the minimum required safeguards equipment from independent buses. (1, 2) This redundancy is a factor in establishing testing intervals. The monthly tests specified above will demonstrate operability and load capacity of the
. diesel generator. The fuel supply and various controls are -
continuously monitored and alarmed for abnormal conditions. Starting on complete loss of off-site power will be verified by simulated loss-of-power tests at approximately yearly intervals (during refueling shutdowns). Considering system redundancy, the specified testing intervals for the station batteries should be adequate to detect and correct any malfunction before it can result in system malfunction.
Batteries will deteriorate with time, but precipitous failure is extremely unlikely. The surveillance specified is that which has been demonstrated over the years to provide an indication of a cell becoming unserviceable long before it fails.

4.7 EMERGENCY POWER SYSTEM PERIODIC TESTS (Contd) 4.7.3 EMERGENCY LIGHTING SURVEILLANCE REQUIREMENTS 4.7.3.1 Each DC light powered by station batteries outside of containment shall be verified OPERABLE at least once a year. These same type of lights inside of containment shall be verified OPERABLE-prior to removal of the reactor head.
4.7.3.2 Each battery powered Emergency Lighting Unit (ELU) shall be verified functional at least once per year. Demonstration of OPERABILITY shall be performed every 24 months to prove minimum lighting duration of eight hours.
Basis The operability of the emergency lighting system ensures that sufficient lighting will be provided in all areas needed for operation of safe shutdown equipment and access/egress routes thereto.

4.20 ALTERNATE SHUTDOWN SYSTEM SURVEILLANCE REQUIREMENTS 4.20.1 Each alternate shutdown monitoring instrumentation channel shall be demonstrated OPERABLE by performing a channel check and a channel calibration per Table 4.20.1.
4.20.2 Each alternate shutdown system transfer switch and control circuit shall be demonstrated OPERABLE by operating each activated component from the alternate shutdown panel, at least once per refueling cycle.
