Palisades P-lant -

- On Jun~ 20, 1985, the NRC found acceptable the Combustion Engineering Own~rs Group. (CEOG) submittal, CEN~203, which justified continued acceptance of the CE small break LOCA model (CEFLASH-4AS) in meeting the requirements of TM! Action Item II.K.3.30. This acceptance, however, is pending a confirmatory benchmark analysis to demonstrate good agreement between CEFLASH-4AS and the data from Semi scale -test S-UT-08.

On March 11, 1985, R. W. Wells as Chairman of CEOG committed to the performance of the validation and projected a De.cember 1985 schedule for submittal.of a repo~t on this effort.

On June 20, 1985, Consumers Power Company also provided a letter refer.encing the CEOG March 11, *1985* letter and commitment to the validation of the CEFLASH-4AS agreement with the S-UT-08 test. Pending the successful

~alidation rif the CEFLASH-4AS and based on our understanding that CEFLASH-4AS was used for the.Palisades Plant we find that you have met the requirements of TM! Action Item II.K.3.30 and a plant specific analysis :is not required for II.K.3.31. These ttems are_therefore complete.

If for any reason our.understanding, is not correct or upon unsuccessful valid_ation* of the.model, please advise this office within 30 days and provide you.r.:'pl,ans and schedule. for completing II.K.3.30 and II.K.3.31.
