INTRODUCTION On July 8, 1983, the Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 83-28. This letter addressed intermediate-term actions to be taken by licensees and applicants aimed at assuring that a comprehensive program of preventive maintenance and ~urveillance testing is implemented for the reactor trip breakers (RTBs) in pressurized water reactors.
In particular, Item 4.2 of the letter required the licensees and applicants to ~ubmit a description of their preventive maintenance and surveillance program to ensure reliable reactor trip breaker operation.
The description of the submitted program was to include the following:
GL, Item 4.. 2.1 GL, Item 4. 2. 2 A planned program of periodic maintenance, inc~uding lubrication, housekeeping, and other items recommended by the equipment supplier.
Trending of parameters affecting operatio*n and* measured during testing to forecast degradation of operation.
Consumers Power Company, the licensee for Palisades, submitted responses to the Generic Letter on November 7, 1983, February 3, 1984, and January 28, 1985.
This report presents an evaluation of the adequacy of those responses and of the licensee's preventive maintenance and s~rveillance programs for RTBs.

EVALUATION 2.1 Periodic Maintenance Program Palisades Nuclear Plant does not use any of the three circuit breakers used in the reactor trip circuits of other pressurized water reactors (PWRs); the station uses Allen-Bradley model 702 contactors for automatic tripping and a Westinghouse JA molded-case circuit break.er for manual tripping.
The licensee's responses to the Generic Letter describe the.
maintenance recommendations of both Allen-Bradley and Westinghouse, as well as the Palisades Nuclear Plant maintenance and surveillance programs for those two components.
Review of the P~lisades Nuclear Plant maintenance program establishes that the licensee maintenance program is at least as stringent as the manufacturers' recommendations for these two components.
The maintenance and surveillance programs for the automatic trip contactors and manual trip.breakers have been found acceptable by the staff.
The ltcensee position on trend analysis of parameters to forecast failure or degradation of these components is that since the preventative maintenance program involves no parametric measurements, trending is not possible at this time; as more maintenance information is accumulated on the reactor trip devices, it may be possible to identify trenctable parameters in the future.
The staff finds this position acceptable.

CONCLUSION Based on the review of the licensee's responses, the staff finds the Palisades Nuclear Plant preventative maintenance, surveillance and trending programs for automatic trip contactors and manual trip breakers acceptable.
