SUPPLEMENTAL RESPONSE TO GENERIC LETTER 83-28 ISSUE 2.1 AND ISSUE 2.2 Consumers Power Company letter dated February 19, 1985 and entitled "Palisades Plant - Revised Plan and Schedule For Completion of Actions Req4ired by Generic Letter 83-28" transmitted Consumers Power Company's plart and schedule for completion of the remaining open issues of Generic Letter 83-28. Within that correspondence, a commitment was made to address the Vendor Interface portion of Issue 2.1 and Issue 2.2 by May 15, 1985.

The following additional information describes the program for controlling vendor supplied information and the schedule for implementation of an enhanced Nuclear Plant Reliability Data System (NPRDS) program.

Vendor Information Control Program (All Components)

To ensure that vendor information is complete, current and controlled at the Palisades Plant, a vendor informat_ion control program has been developed. The program, implemented through the issuance of an administrative procedure, details the requirements for the proper use and handling of vendor information.

The procedure provides requirements for the ordering and receipt of vendor information, and establishes the Plant Document Control Center (DCC) as the central coordination point. The DCC initiates a review process for all vendor information received, wherein a knowledgeable individual reviews the information for appropriate content prior to approvalby the Responsible Department Head. These measures provide suitable assurance that the available vendor information is complete. Additionally, provisions regarding the revision of vendor information files provide a means of maintaining the information in art up-to-date status. Procedural requirements which address

An Information Copy of the subject procedure is attached.

NPRDS Program Implementation Schedule The Palisades Plant has been a participant in the Nuclear Plant Reliability Data System (NPRDS) since its inception. We are currently in the process of reevaluating the group of equipment that will be covered by NPRDS and entering the associated equipment information into the data base in order to fully utilize the enhanced NPRDS system developed by INPO.

The Palisades Plant will complete the input of equipment information into the engineering data base and be will be up-to-date in reporting of equipment failures by November 1, 1985.
