ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT IMPORTANT TO SAFETY - EXTENSION OF DEADLINE Re:

Palisades Plant Section 50.49(g) of 10 CFR Part 50 requires that each holder of an operating license issued prior to February 22, 1983, shall by May 20, 1983, identify the electrical equipment important to safety within the scope of this sectiorf"~lready qualified and submit a schedule for either the qualification to the provisions df this section or for the replacement of the remaining electrical equipment important to safety within the scope of this section.

This schedule must establish a goal of final environmental qualification of the electrical equipment within the scope of this section by the end of the second refueling outage after March 31, 1982, or by March 31, 1985, which-ever is earJier. The rule also provides that the Director of the Office of Nuclear Reactor Regulation may grant requests for extensions of this deadline to a date no later than November 30, 1985, for specific pieces of equipment if these requests are filed on a timely basis and demonstrate good cause for such an extension, such as procurement lead time, -task complicatfoni and installation problems-;-

In *addition, 10 CFR 50.49(h) provides that each licensee shall notify the Commission of any significant equipment problem that may require extension of-the completion date provided in Section 50.49(g) within 60 days of its discovery.

In compliance with 10 CFR 50p49(g), by letter dated May 20, 1983, the tonsumers.

Power Company (CPCo) identified electrical equipment important to safety already qualified and submitted a schedule for either the qualification or for the replacement of the remaining electrical equipment important to safety within the scope of this section.

The schedule established a goal of final environmental qualification to comply with the requirements of the rule, i.~., no later than March 31, 1985 unless an extension is needed and approved.

Mr. David February 25, 1985 On October 5, 1984 CPCo filed a timely request for an extension of the schedular requirements of 10 CFR 50.49(g) for replacement of equipment that cannot be completed by the end of the 1983-84 refueling outage which ended in November 1984~ CPCo requested that the deadline for replacement of 13 valve. position indication switches, 13 level transmitters, 9 pressure transmitters, 4 radiation elements, and 22 temperature elements, be extended to no later than November 30, 1985.

The October 5, 1984 submittal reported that all the replacement components available during the 1983-84 refueling outage.were installed. The remainder of the items are the subject of this request.

The delivery time and qualification testing schedule for the worst case item was described.

The qualification program for this item is scheduled for completiori in Novembe~

1985.

The inst.allat_ion time for all these items will require a minimum outage of 90 days.

The plant returned to operation from the -1983-84 refueling outage in No~ember 1984.

Therefore a shutdown before March 31, 1985 would result in less than 50 percent fuel burnup until that point in the cycle and would heavily impact the generating capacity of this utility over the summer, normally the peak demand period. _The justification for continued operation with these equipment items which have not been qualified are addressed item by, item in the Jun~ 15, 1984 submittal as supplemented by the information provided previously in submittals dated December 4, 1981, _
