PALISADES REQUEST FOR ADDITIONAL INFORMATION GL 83-28, ITEMS 4.2.l AND 4.2.2, TASK A6814 The Pal idades Pl ant does not 'use. any of the three* cfrcuit breakers used in the reactor trip circuits of other pressurized water reactors (PWRs)~ The reactor uses Allen-Bradley model 702 contactors for automatic tripping and a General Electric circuit b~eaker for manual tripping~
On November 7, 1983, and February 3,_1984, Consumers Power Company, the licensee for Palisades, provided their response to Generic Letter 83-28 *.
The first letter states that the 11 (RPS) at the Palisades Plant consists of a General Electric relay in series with an A.l len-Bradley contactor.
11 The RPS schematic included as part of the second submittal shows what ap~ears to be a'circuit breaker used as Reactor Trip #2. *The licensee's responses were not suffitiently detailed to permit an evaluatfon of the adequacY of the periodic maintenance and trending programs for the contactors and brea~~i~{Items 4.2.1 and 4.2.2 of the Generic, Letter).
In order that the review of Items 4.2.l and 4.2.2 be completed, the licensee is requested to:*

Identification 1.1 Identify by manufacturer and model number the device shown as the tripping d_evice labelled CB-AB on Figure 1 of the February 3 submit ta 1.

- Item 4.2.1 - Periodic Maintenance Program.
2.1 Provide the ~ont~ctor and breaker manufa~turers' specific recommendations, including frequency~ regarding periodic maintenance and surveillance.
2.2 *Provide a point-by-point comparison of the manufacturers' recommendations with the Palisades periodic maintenance program and, where the Palisades program is less stringen~
than the manufacturers', provide justification for those differences.

Item 4.2.2 - Trending of Reactor Trip Devices.
3.1 Verify that maintenance records are kept and periodically re-viewed to identify any trends toward degradation and identify which specific parameters are to be used for trending.
The licensee should.also identify the organization which will perform trend analyses, how often the analyses will be performed and.how the information derived from the analyses will be used to affect periodic maintenance.
