Eisenhut, Director Division of Licensing Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT ~ REQUEST FOR AN EXTENSION OF TIME TO RESPOND TO GENERIC LETTER 83-28 Consumers Power Companys letter dated March 22, 1984 requested that the submittal dates for responding to Generic Letter 83-28 contained in our letter dated November 7, 1983 be deferred.

The reason for requesting the deferral as stated in our March 22, 1984 letter was the unscheduled extension of the 1983 Palisades refueling outage and the need to devote the manpower to the steam generator repair project instead of responding to the operi issues of the Genertc Letter as originally scheduled. Our letter of March 22, 1984 also stat.ed that; "Consumers Power Company expects to commence the work necessary.

to address the remaining issues of Generic Letter 83-28 60 days after the end of the current refueling outage."

Subsequent to our letter of March 22, 1984, Consumers Power Company developed a plan and schedule for the activities necessary to complete our responses to the Generic Letter.

That schedule was based on an expected early start date of August 27, 1984 for the activities related to Generic Letter 83~28. This start date was estimated to be approximately 60 days from the expected end of the 1983 -

1984 refueling outage, and was selected in order to allow time for the completion of all activities related to the refueling outage, and to allow the plant to reach a steady operating power level.

The refueling outage officially ended on June 30, 1984, and Consumers Power Company-fully expected to be able to meet its commitments to begin work on the activities related to Generic Letter 83-.28 by the beginning of September 1984.

However, since the end of the 1983 -

1984 refueiing outage, the Palisades Plant has experienced a series of major and several minor problems.

Those problems have included several occurrences of unidentified primary coolant system leakage greater than allowable Technical Specifications limits, problems with the *steam driven auxiliary feedwater pump, seal failures on the C reactor coolant pump, and problems with the impeller on the C reactor

As a result of these problems, the plant has. been critical for less ~han 25% of the time between June 30, 1984 and October 1, 1984, including time spent in hot standby and in low power physics testing. At the present time the plant is in an extended maintenance outage in order to repair the C reactor coolant pump *.

Consumers Power Company is devoting its efforts towards restoring the* plant to operation and therefore requests that_ the extension of the dates for submit-ting our responses to Generic Letter 83-28 be.continued.

A revised completion schedule will be provided as* soon as we are assured.that the manpower necessary to complete the identified tasks is available.
