- PALISADES PLANT - REQUEST FOR AN EXTENSION OF TIME TO RESPOND TO GENERIC LETTER 83-28 Consumers Power Companys letter dated November 7, 1983 provided responses to Issues 2.1, 2.2, and 4.2 of Generic Letter 83-28 and in addition provided a plan and schedule for addressing the remaining issues of Generic Letter 83-28.
This 'letter requests that the submittal dates of that schedule be deferred.
At the time of our November 7, 1984 submittal the Palisades Plant was in a refueling outage which was scheduled to be completed by December, 1983 with Generic Letter 83-28 activities expected to begin 60 days following the end of the refueling outage.
The start of Generic Letter 83-28 activities followed the end of the refueling outage because much of the manpower necessary for addressing the concerns of the Generic Letter was also required to support the outage.
Thus the plan and schedule for Generic Letter 83-28 reflected, and was dependent upon, the completion of the refueling outage.
Subsequent to our November 7, 1983 submittal the scope and duration of the Palisades refueling outage were significantly increased due to the discovery of a number of new in,dications of defects in the steam generator tubes.
An extensive program, which included tube removal for analysis, was begun to resolve the concerns with the steam gen~rators. As a consequence, much of the manpower originally scheduled to address the remaining issues of Generic Letter 83-28 was diverted to the steam generator repair project.

Consumers Power Company requests that the dates submitted in our November 7, 1983 response to Generic Letter 83-28 be deferred to reflect the extension of the current refueling outage.
Consumers Power Company expects to commence the work necessary to address the remaining issues of Generic Letter 83-28 60 days after the end of the current refueling outage. A revised completion schedule will be submitted at that time.
