TO 10 CFR 50 - REVISION 4 Attachment lC of our submittal dated July 16, 1984 identified deficiencies and proposed' corrective action with regards to emergency lighting requirements (Section III.J of Appendix R to 10 CFR 50).
The corrective action consists of two parts:
- 1) compensatory measure to provide an adequate supply of portable emergency lights and 2) install 46 emergency lighting units by October 1, 1984, as necessary to complement safe shutdown procedures.
The proposed compensat~ry measure is complete and available rescheduled the completion date from October 1, 1984 to the 1985, for installation of the 46 emergency lighting units.

A review of the current status of this task shows that the design is complete, materials are.on site, mounting bracket fabrication is in progress, and electrical work and installation will be completed by the end of April, 1985.

Requirement ATTACHMENT lC EMERGENCY LIGHTING - REVISION 1 Section III.J of Appendix R to 10 CFR 50 requires that "emergency lighting units with at least an 8-hour battery power supply shall be provided in all areas needed for operation of safe shutdown equipment and in access and egress routes therto."
Emergency Lighting Review Finding Consumers* Power Company has evaluated our fixed, sealed beam emergency lighting units and has found them to be inadequate to comply with the above requirement.
Compensatory Measure Until additional, permanent eight hour emergency lighting can be installed at Palisades, a t~mporary lighting supply has been established.
This short-term compensatory measure is currently available for use.
Administrative controls will be in effect until completion of the permanent emergency lighting modif i-cation.
The permanegt lighting i~ scheduled to be operational by the end of April, 1985.
The short-term compensatory measures address the following considerations:
- a.
An adequate supply of portable lights is stored under full charge within boundaries of viewing gallery area.
This location is*
a readily accessible area for operators, the shift supervisor(s),
shift engi~eers(s), and maintenance personnel.
- b.
The operability of all portable lights will be verified once every 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period to ensure proper battery charging and good working order.
- c.
Personnel listed in Item (a) above will be required to carry subject portable lights when performing Emergency Operating Procedures (EOP)-10 *. These procedures deal with fires which threaten safety related equipment (EOP 10.1) and alternate safe shutdown (EOP 10.2).
- d.
Light carrying personnel can perform remote manual activities with "hands-free" because the portable lights available are engineered wi~h a multi-position head, wide/narrow beam adjustment and horizontal or vertical base positioning.
- e.
This short-term measure supplements the permanent emergency lighting already in existence at Palisades.
Therefore, the number of temporary lights available and the use time per light is considered adequate (14 lights with 2.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> of use 'time per light).

The existing emergency lighting system at the Palisades Plant is to be expanded to add 46 emergency lighting units in various areas, corridors, and/or rooms throughout the plant.
The attached study indicates the location and coverage area(s) of each new light.
This study is a direct result of walkdowns of EOP-10.
Implementation Schedule Compliance with Section III.J of 'Appendix R to 10 CFR 50 is scheduled to be complete by the end of April, 1985.
