Tne questions and Consumers Power Company responses are as follows:

Question 291.1 The NPDES Permit Monitoring Requirement A.9 required the licensee to conduct a study of the free-chlorine component of the total residual chlorine.

Provide a copy of this report and, when available, a copy of the State's review of this* report.

Question 291.2 The NPDES Permit Monitoring Requirement A.10 required the licensee to conduct a chlorine.minimization study to determine the minimum quantity of chlorine n~cessary to prevent biofouling the cooling system.

Provide a copy of this report and, when available, a copy of the State's review of this report.

Question 291.3 Specify the changes in intake volume from the lake as a result of elimination of dilution pumping.

Response

2 Dilution pumping has not been eliminated at Palisades and has in fact been maximized, therefore intake volume from the lake has not decreased.

Question 291.4 In the 1978 final addendum to the Palisades FES Section 10.1.5.4 the staff recommended that the applicant inspect for leakage in the water distribution channels and all other sources of additional drift and larger drops (of water) and report to the staff all repairs undertaken to correct leaks in the water distribution system and all other sources of additional drift. Please provide the results of these inspections and repairs.

Response

The recommended inspection of the Palisades cooling towers was performed and has been repeated during each refueling outage since 1978.

As a result of these inspections, repairs have been completed on approximately eight cells.

The need for additional repairs has been identified, and the repairs will be completed during the next (Cycle 7) refueling outage.
