SUBJECT:

SUMMARY

OF MAY 2, 1984 MEETING On May 2, 1984 members of the NRC staff and a representative of Consumers Power Company met in Bethesda, Maryland.

The purpose of the meeting, requested by Consumers Power Company, was to discuss the licensee 1s plan regarding function and task analysis for the detailed control room design review and emergency operating procedures for the Palisades Plant. is a list of attendees.

The licensee outlined the interface between the emergency operating procedures, detailed control room design, and the safety parameter display system (SPDS).

As shown in Enclosure 2, the licensee plans to complete the plant specific function and task analysis prior to implementation of the SPDS.

The NRC staff indicated that a function and task analysis is not required before implementation of the SPDS.

The licensee also discussed 11 success paths 11 as shown in Enclosure 2.

The licensee plans to use plant specific success paths, transient analyses, and information obtained from the development of the critical function monitor to identify the operator 1s information and control needs.

The critical function monitor was developed independently from the emergency procedures guide-1 ines.

The NRC staff indicated that the licensee should provide a description of the process to be used for the function and task analysis in future submittals.

The process outlined appeared acceptable to the staff.

With regard to the questions raised in Consumer Power Company 1s April 2, 1984 letter, the NRC staff stated that the licensee 1s previous submittal on detailed control room design review was not acceptable because there was no evidence of identifying plant specific operator information and control needs independent of the control room.

The staff also discussed the relationship between Regulatory Guide 1.97 and the function and task analysis.
