EXEMPTION REQUEST FROM THE REQUIREMENTS OF SECTION III.D.2(b)ii OF APPENDIX J TO 10 CFR PART 50 Re:
Palisades Plant By letter dated January 19, 1984, you requested an exemption from the
.requirements of Section III.D.2(b)ii of Appendix J which st~tes that:
"Air locks opened during periods when containment integrity is not required by the plant's Technical Specifications shall be tested at the end of such-periods at not less then P."
a As the result of discussions with the NRC staff, your representative indicated that is is your intention to withdraw the request for exemption as stated in your January 19, 1984 letter; however, it was indicated that it was your intention to pursue this matter further through a revised submittal. Accordingly, the staff wili not proceed with the review of the January 19, 1984 exemption request; rather, we will review the revised submittal when it is received.
In a related matter, your letter dated January 25, 1984, requested NRC staff ~valuation of your interpretation of what is meant by the end" of an outage not requiring containment.integrity; as stated in Appendix J at III.D.2(b)ii. Your interpretation of this regulation as it pertains to outages greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> was stated as follows:
In the event of a scheduled or non-scheduled outage of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or more, Consumers Power Company makes the interpretation that the full.air lock test at P, required by 10 CFR 50 Appendix J
[III.D.2(b)ii], can be perfBrmed prior to the end of the outage provided the following conditions are met:
(1) The full air lock

Mr. David May 14, 1984 prior to leaving told shutdown; (2) After the full test at P,
the air lock must be treated as if containment integrity is a required and tested in accordance with 10 CFR 50 Appendix J III.D.2(b)iii; (3) *Activity through the air lock must be kept to a minimum after completion of the full air lock test.
The staff finds the above interpretation of the requirements of Appendix J at III.D:2.(b)ii to be acceptable since the test procedure will provide assurance that air lock sealing capability will not be aHered foilowing the full air lock test.
