CONSUMERS POWER COMPANY DOCKET 50-255 - LICENSE DPR PALISADES PLANT REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS 1
For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:
I.
CHANGES
- 1.
Add as Item E in section 3. 7. 1 the following "480 V distribution buses 19 and 20.
- 2.
Change existing Item E to read "MCC 7, 8, 21, 22, 23 and 24", and make it letter F.
- 3.
Add as Item Gin section 3.7.1 the following "MCC numbers 1,2, 25 and 26".
- 4.
Change existing Item F to read "125 V D-C buses DlO and D20".
- 5.
Change existing Item H to read "four preferred AC buses YlO, Y20, Y30, Y40".
- 6.
Add to existing Item K the following "which are located in the switchyard".
- 7.
Re~letter remaining items.
- 8.
Add as Item E in section 3.72 the following "480 V distribution bus 19 or 20 may be inoperable for up to eight hours provided there are no inoperable safety feature components associated with the operable bus".
- 9.
Change existing Item E to read "MCC 7, 21 and 23 or 8, 22 and 24 may be inoperable *
" and reletter it item F.
- 10. Add as Item G the following "MCC 1 and 25 or 2 and 26 may be inoper-able for up to eight hours provided there are no inoperable safety feature components associated with the operable pair of MCC's.
- 11. Substitute DlO and D20 for DC bus number 1 and number 2 respectively in existing Item F.
- 12. Add "switchyard" before 125 V D-C power panel in existing Item M.
- 13. Reletter remaining items.*

- 14. In the basis section of 3.7.2 change the following sentences:
2nd to read, "The 480 V equipment is arranged on four buses, 19 to read, "The requirements for MCC 1, 2, 7, 8, 21, 22, 23, 24, 25 and 26 as well as the 480 V buses 11, 12, 19 and 20 will assure availability * * * ", 20 to read "The 125V D-C buses DlO and D20. * * "
The revised Technical Specifications pages are attached.
Proposed changes are shown by a vertical line in the right-hand margin.
II.
DISCUSSION Item 1) 480V distribution buses 19 and 20 were added to provide Class lE power for the new HVAC System and future lE loads.
Item 2)
MCC's 1 & 2 are being powered from the new 480V buses 19 & 20 to alleviate overloading of 480V buses 11 & 12.
They are no longer associated with the conditions for MCC 7 & 8.
Class lE MCC 21, 22, 23 and 24 should be associated with conditions for MCC 7 and 8.
Item 3)
This condition is tied to those for buses 19 & 20 and adds MCC 25 & 26, which power HVAC loads.
Item 4)
Gives equipment names as reflected on prints.
Item 5)
Gives better equipment description.
Item 6)
Gives location of equipment.
Item 7)
N/A Item 8)
Since buses 19 & 20 are now feeding MCC's 1 & 2 they should have the same requirements as those on buses 11 & 12.
Item 9)
Same as 112 above.
Item 10)
Requirements same as before for MCC 1 & 2 with addition of MCC 25 & 26.
Item 11) self explanatory.
Analysis of No Significant Hazards Considerations This change involves adding 480V distribution buses to provided Class lE power for the new HVAC System and future lE loads and redistribution of certain Motor Control Centers (MCC) to the new 480V buses to reduce the number of loads on existing buses.
This modification does not change or affect any analyzed accident scenario.
Therefore, the operation of the facility in accordance with the above change would not:
- 1) involve a significant increase in the probability or consequences of an accident previously evaluated; or 2) create the possibility of a new or different kind of accident from any accident previously evaluated; or 3) involve a significant reduction in the margin of safety.

III.
CONCLUSION The Palisades Plant Review Committee has reviewed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and therefore involves no significant hazards consideration.
This change has also been reviewed by the Nuclear Safety Board.
A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating Licensing.
