  • PALISADES PLANT - PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST -

ADDITION OF 480V DISTRIBUTION BUSES AND REDISTRIBUTION OF MOTOR CONTROL CENTER Attached are three (3) originals and thirty-seven (37) conformed copies of a request for a change to the Palisades Technical Specifications.

Two addition~

al 480V d.istribution buses 19 and 20 have be*en added to provide class lE power for the new HVAC system and future lE loads.

Also certain Motor Control Centers (MCC) are being powered from the new buses to reduce the loads on existing buses.

The present Technical Specifications (Section 3.7) identifies the requirements regarding the loads.

Certain MCC's however, have been redistributed to other 480V distribution buses due to the addition of the two new buses.

Consumers Power Company understands that our present Technical Specifications require us to address the identified MCC's loads.

Plant operating procedures will be modified to insure that the MCC's identified in the present Tech Specs will still be addressed even through they have been redistributed among existing and new 480V distribution buses.

As a result, the Palisades Plant will operate in conformance with both the present and the proposed Technical Specifications during and following start-up from the current refueling outage.

The proposed change involves a single safety issue.

Therefore a check in the amount of $4,000.00 i.s attached pursuant to 10 CFR 170.22 Class III change.
