consumers Power company General Offices: 1945 West Parnall Raad, Jackson, Ml 49201 *.{517} 76$-0550 February 15, 1984 Dennis M Crutchfield, Chief Operating Reactor Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - REQUEST FOR RELIEF FROM ASME BOILER AND PRESSURE CODE, SECTION XI, SUBSECTION IWP Palisades Plant has 21 safety related pumps which are currently tested month-ly, in accordance with ASME Boiler and Pressure Vessel Code,Section XI, Subsection IWP, 1977 Edition with addenda through summer of 1979.
The twenty-one (21) pumps are comprised of three auxiliary feedwater pumps, two boric acid pumps, two low pressure safety injection pumps, two high pressure safety injection pumps, three containment spray pumps, three charging pumps, three component cooling water pumps and three service water pumps.
In accordance with the provisions of 10 CFR 50.55a(g)(5)(iii), Consumers Power Company requests relief from the above ASME Boiler and Pressure Vessel Code, with respect to the testing interval.
It is proposed that testing be perform-ed on a quarterly basis rather than the current requirement for monthly testing.
This request is based on the following:
- 1)
The component cooling and service water pumps are continuously running, any significant degradation will be detected during normal operation.
- 2)
The charging pumps consist of one normally operating pump and two on stand-by.
Any significant degradation to the operating pump would be detected during normal operation.
The other two pumps are on st~nd-by and, based on analysis of the past monthly testing data, have shown no significant change in performance.
- 3)
The auxiliary feed pumps, boric acid pumps, containment spray pumps, low pressure safety injection pumps, and high pressure safety injection pumps are all stand-by pumps and do not operate during normal plant operations.

ASME Boiler and Pressure Vessel Code,Section XI, Subsection IWP, 1977 Edition with addenda through winter of 1979 requires only quarterly testing of safety related pumps.
- 5)
Technical Specifications 4.6 basis states "the active components (pumps and valves) are to be tested every three months to check the operation of the starting circuits and to verify that the pumps are in satisfactory running order.
The test interval of three months is based on the judgement that more frequent testing would not significantly increase the reliability (ie, the probabil-ity that the component would operate when required); yet, more frequent tests would result in an increase in wear over a long period of time".
Consumers Power Company would appreciate the granting of this request as soon as possible.
