NUCLEAR LICENSING

We have completed our review of your revised Emergency Plan dated July 29,

1983.

Enclosed is a Safety Evaluation Report No. 50-255/83-12 with the NRC

staff conclusions.

Our review indicated that your plan meets the planning

standards of 10 CFR 50.47(b) and the requirements of Appen~ix E to 10 CFR

Part 50 except for the unresolved issue of the use of a temporary EOF.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes

to your plan which may decrease the effectiveness of the plans.

Ho~ever,

i~ your review indicates no decrease in emergency preparedness, then changes

can be made without NRC approval.

In all cases, you shou1rl. furnish copies

of each proposed change to the NRC in accordance with 10 CfR 50.54(q).

Any changes to the Emergency Plan Implementing Procedures should be made in

accordance with the requirements of 10 CFR Part 50, Appendi~ E,Section V

(Implementing Procedures).

The Federal Emergency Management Agency (FEHA) provided final findings on

the status of offsite preparedness in the enclosed letter dated July 2, 1982.

FEMA states that the plans and preparedness for offsite protection hear the

Palisades Nuclear Power Plant are adequate to protect the health and safety

of the public and that there is reasonable assurance that the appropriate

protection measures can and will be applied offsite in the event of a radio-

logical emergenc~.

In accordance with 10 CFR 2._790(a), a copy of this letter and the enclosure(s)

will be placed in the NRC Public Document Room unless you notify this office,

by telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of

the date of this letter.

Such application must be consistent with the re-

quir.ements of 2. 790(b) (1). If we do not hear from you in this regard within
