The Nuclear Regulatory Commission (the Commission) has found that:
A.
The applfcation for amendment by Consumers Power Company (the licensee) dated May 5, 1983, complies with the standards.and requirements of the Atomic Energy Act of 1954,.as. amended (the Act),. and the Commission's rules and regulations. set forth in 10 CfR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act~ and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by thi.s amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. 'The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission'.s regulations and all applicable requirements have been satisfied.

Accordingly, Provisional Operating License No. DPR-20 is hereby amended by a change to Paragraph 3.B and the addition of Paragraph 3.J to read as follows:

Technical Specifications
-The Technical Specifications contained in Appendices A and B (Environmental Protection Plan), as revised through Amendment No. 75, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications, except as modified for Cycle 5 only by Paragraph 3.J of this license.

18-Month Surveillance~est Requirements. During Cycle 5 The surveillance tests required by Section 4 of the Technical Specifications (Appendix A of this license)
- to be performed at 18-month intervals need not be performed until prior to startup for Cycle 6.

Acceptable levels of perfo~nce shall be that the pumps start, reach their rated shutoff heads at :minimUI:l recirculation flow, and operate for at least fifteen minutes.
4.6.4 Valves Deleted 4.6.5 Containment Air Cooling System

E!::lergency mode automatic valve and fan operation will be checked for operability during each refueling shutdown.

Each fan and valve required to function. during accident conditions.
will be exercised at intervals not to exceed three m~ths.
Be.sis The safety injection system and the containment spray system are princi-pal plant safety features that are normally inoperative during reactor operation.
Complete systems tests cannot be performed when the reactor is operating because a safety injection signal causes containment isolation and a con-tainment spray system test requires the system to be temporarily disabled.
- The method of assuring operability of these systems 1s therefore to com-bine systems tests to be performed during annual pla.11t shµtdowns, with more frequent component tests, which can be performed during reactor operation.
The annual systens tests demonstrate proper.automatic operation of the safe.ty injection and containment spray systeriis.
A test signal is applied to initiate automatic action ahd verification oade that the components receive the safety injection in t.he proper sequence.
