SUBJECT:
INTEGRATED PLANT SAFETY ASSESSMENT REPORT (IPSAR) SECTION 4.26, ELECTRICAL PENETRATIONS OF REACTOR CONTAINMENT - PALISADES PLANT The final rntegrated Plant Safety Assessment Report (IPSAR) for Palisades (NUREG-0820*, Section 4.26) referenced a letter from Consumers Power
_Company (CPCo) dated June 15, 1981.
In that letter CPCo agreed to review the containment electrical penetrations and document the following:
(1) Appropriate interrupting capacity for all power circuit penetrations, (2) Appropriate interrupting capacity for sampled* control and instrument (3)
(4) circuit penetrations, Appropr1 ate survei 11 ance testing, ~or circuit protective devices; and

Modifications needed to conform to current licensing criteria.
CPCo also proposed to complete this review and provide a schedule for modifications by September 30, 1982.
CPCo letters of October 12, 1982 and February 11, 1983, have kept the staff informed of your progress on this project.
This issue was not evaluated in the integrated assessment because CPCo had proposed t!lis review in June 1981 before the integrated assessment.
The staff has evaluated this issue for other plants, R. E. Ginna (NUREG-0821), Oyster Creek (NUREG-0822), Dresden Unit 2 (NUREG-0823), Millstone Unit l (NUREG-0824), and Yankee (NUREG-0825), and _concluded that no further action was required for these plants. Our conclus.ion was based *.upon the very sma 11 contri bu ti on of e 1 ectri cal penetration fa i 1 ure to containment failure by leakage (i.e., the stte of a potential leakage path is small and the probability of penetration electrical failure resulting in leakage is low).

VandeL~a 11 e Based upon the information contained in the licensee's letters dated June 15, 1981, October 12, 1982 and February 11, 1983, the staff concludes that the design of the Palisades electrical penetrations are similar to other SEP plants, that the probability of electrical fail-ure is low and that any leakage path due to penetration failure would be small. Therefore, we consider this issue to have been completed satisfactorily and further action by the licensee is not required.

vJhile CPCo has been working on this project, the staff has evaluated this issue in conjunction with the integrated assessments for R. E. Ginna (NUREG-0821), Oyster Creek (NUREG-0822), Dresden Unit 2 (NUREG-0823) ~ and Millstone Unit 1 (NUREG-0824).
In the course of.~~he.s_~ reviews, the staff has concluded that the contribution of electrical penetration failure to containment releases due to leakage after an accident is very small based on the results of the risk perspectives.
Because of the small risk that failure of electrical penetrations present to the public health and safety and because satisfactory progress is being made to correct the electrical circuits at Palisades, we conclude that further regulatory staff attention to this issue is not warra1nted.
Accordingly, we consider this issue to have been completed satisfactorily.
