ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL EQUIPMENT - RESPONSE TO SER OPEN ITEMS AND 10CFR50.49 RULEMAKING The NRC in a letter dated April 25, 1983 submitted the Safety Evaluation Report (SER) and the Technical Evaluation Report (TER) for the Environmental Qualification of Safety-Related Electrical Equipment for the Palisades Plant.
The NRC's evaluation was based on Consumers Power Company submittals dated September 3, 1981; December 4, 1981; February 12, March 3, March 15 and March 25, 1982.
The NRC requested in the SER that Consumers Power Company provide by May 20, 1982:
- 1) plans for qualification or replacement of the items in NRC Categories I.B, II.A,.II.B and IV in addition to the justification for continued operation (JCO) required iri the near term; and 2) an identification of the electrical equipment important to safety within the scope of the 10CFR50.49 Equipment Qualification rule that is already qualifed as well as a schedule for the qualification or replacement of the remaining electrical equipment within the scope of the rule in accordance with the deadline specified by the rule.
The NRC also requested that within thirty (30) days of receipt of the April 25, 1983 SER, Consumers Power Company reaffirm the JCO and submit information for items in NRC Categories I.B, II.A and IV for which JCO was not previously submitted. Finally, the NRC requested that for items in Category II. B, JCO be provided within ten \\(10) days of receipt of the SER if not previously submitted.

Revised Enclosures 1, 2, 4 and 5 to the Palisacies EEQ Report provide Consumers Power Company response to the NRC's requests.
(Please note that the first two pages attached to the enclosures provide instructions on updating the previously submitted EEQ Book.), entitled "Introduction and Background", provides a historical perspective regarding EEQ information docketed to date for Palisades as well as a brief discussion of the manner in l\\o'I OC0483-0018B-NL02

which TER-identified open items will be resolved.
Specifically, this enclosure provides our plan and schedule of equipment qualification for items in NRC Categories I.B, II.A, II.B and IV.
The list of equipment important to safety is contained in Enclosure 2.
Since Consumers Power Company has not made any modifications to the Palisades Plant since our March 3, 1982 submittal, no new equipment has been added to the previous equipment list transmitted on that date.
Therefore, pending comple-tion of the corrective measures as described in Enclosure 1 for items in NRC Categories I.B, II.A and IV, the JCO provided in our February 12, 1982 letter is still adequate.
The previously submitted Enclosure 3 provides the technical details regarding plant-specific environmental conditions as required by 10CFRS0.49.
(The information in this enclosure has not changed since our March 3, 1982 submittal.)
Enclosures 4 and 5 contain the Systems and Components Evaluation Work Sheets which provide justifications for qualification based on testing or analysis.
Following equipment qualification, Consumers Power Company will institute a preventive maintenance (PM) program to ensure continued qualification. This PM program will be implemented utilizing manufacturers' recommendations to inspect and replace age-sensitive equipment on a periodic basis.
