SAFETY EVALUATION FOR ENVIRONMENTAL QUF\\LIFICATiON OF SAFETY..-RELATED ELECTRICAL EQUIPMENT Palisades Pl ant This letter transmits the Safety Evaluation along Nith the Technical Evaluation Report (TER) for the Environmental Qualification of Safety-Related Electrical Equipment at your facility_ This evaluation is based on your response dated September 3; 1981 to our previous Safety Evaluation, dated June 1n 1981 and subsequent submittals dated December 4, 1981, February 12, March 3., March 15, and March 25~ 1982. The Safety Evaluation presents the results of the Environmental Qualificati_on Re_ytew_ for_ s~fety-_ related electrical equiPi'Tient, exposed to a harsh environment*, in_ accordance.- with NRC requirements. CA~e ~ As indicated in the conclusion section of the Safety Evaluation, we r~quest that you reaffirm the justification for continued operation and within thirty (30) days of receipt of this letter, submit information for items in NRC Categories I.B, U.P, and IV (presented in the enclosed Technical Evaluation Report) for which justification for continued operation was not previously submitted to the NRC. lo addition, for items in NRC Category II.. B:; justification for continued operation, if not previously provided, is to be provided within ten (10) days of receipt of this letter. Should issues or conflicts exist, v.ihich prohibit a response in a timely manner, a 10 CF' Part 50.54(f) letter will be issued. Vandet-Jalle April 25, 1983 Upon completion of the plant specific review for all plants!t a cross-reference of non-qualified equipment existing in any plant wi 11 be con-ducted by the NRC staff to determine if the same equipment exists on other plants and has been declared qualified. Should the cross-reference indicate that they do exist in your plant~ the staff will contact you to reconfirm the qualification of these items for your plant~* Appendix D of the enclosed TER provides a technical revieH of the licensees 1 statements regarding the justification for continued operation {JCO) that was submitted in the 90-day response to an earlier staff safety evaluation (published in mid-1981). Appendix D is not necessarily applicable to the deficiencies identified in the enclosed TER. You should review all JCOs provided to date to ensure that a JCO e}dsts for all equipment which may got be qualified. The submittal required by the rule should specifically indicate whether your previous submittals comply with paragraphs (a) and (b) (2) and to establish any qualification prggrams not previously described for such equipment. This rule is now the basis the staff intends to rely upon in resolving the EQ program. The Technical Evaluat5'.on Report contains certain identified information which you have previously claimed to be prgp)rietary. He request that you inform us aS'~ indicated in the proprietary review section of the Safety Evaluation v1hether any portions of the identified pages sti 1 l require proprietary protection. It should be noted that the NRC's policy on proprietary information, as specified in SECY 81-ll~_js _th.at_.Sl!_mi_n~_ry g_~ta on equipment qualification testing will not be tfea_te'd_,_as-=p:ropri~tary by\\ the NRC. This information shall be sub)nitted within -thirty (30) days of receipt of this letter.. A general guide'1ine is attached.
