EVALUATION OF RESPONSE TO IE BULLETIN 80-06 ENGINEERED SAFETY SYSTEM (ESF) RESET CONTROLS We have reviewed your September 14, 1981 response to our request for additional information regarding the subject bulletin.

t*Je find your response unacceptable based on the following:

1. Justification was not provided for 3 components (items 16, 19, and 20) in your letter.
2.

The intent of IEB 80-06 is that safety-related equipment should remain in its emergency mode upon,r~set of an ESF signal (system-level) and that subsequent operato{_.'action should be required to place an equipment in its normal (non-safety) mode.

(a)

The procedural changes required that individual valve switches be placed in their emergency positions, if required, prior to ESF reset.

That is, specific operatorevaluat1on and actions are required to keep various safety-related components in their emergency mode of: ESF reset*

(b)

The statement on the bottom of page 2 in Attachment j to your

letter, 11 *** the:re may be a need to establish the availability of the SWS to the non-critical items in a timely manner",

Mr. David January 13, 1983 letter.

In this case, some components, for which justification in lieu of design changes was provided, may still be performing safety functions and therefore should not automatically change to the non-safety mode on ESF reset.

It is our position that a system-level reset of *a protecti:ve function should not terminate safety actions which are critical to accident mitigation.

Please respond to these positions 1t1ithin 60 days of the date -of this letter.
