NUREG-0737, ITEMS I.D.2 AND III.A.2 UPDATE Consumers Power Company submittal dated January 4, 1982 and entitled "Update of Response to NUREG-0737, Clarification of TMI Action Plan Requirements" provided the status and schedule for various NUREG-0737 requirements as of December 15, 1981.

This letter updates the NUREG-0737 requirements I.D.2 -

Plant Safety Parameter Display Console, and III.A.2 - Improving Licensee Emergency Preparedness - Long Term which were last addressed by our January 4, 1982 letter.

Consumers Power Company's response to Item I.D.2 in our January 4, 1982 letter stated that we have installed the Combustion Engineering designed Critical Functions Monitoring (CFM) System and an evaluation on how the C-E CFM System will meet the Safety Parameter Display System (SPDS) requirements or what modifications will be made to meet the SPDS requirements will be submitted in early 1982.

This evaluation, however, can not be performed until the NRC fully develops the design criteria for the SPDS.

NRC Generic Letter 82-10 dated May 5, 1982 required no schedule fGr implementation for Item I.D.2 due to the fact that the requirements were under development.

Our January 4, 1982 submittal should have stated that Consumers Power Company is in the process of installing the CFM and not that we have installed the CFM.

We now expected the CFM to be operational in the Control Room, Emergency Operations Facility (EOF) and the General Office Control Center (GOCC) by May 25, 1983.

In our January 4, 1982 response to Item III.A.2, the two specific issues addressed were the Offsite Dose Calculation Model and Meteorological Data.

Consumers Power Company updated the status of the Meteorological Data issue in our letter dated June 7, 1982.

Thus, this letter provides an update only

We requested an extension to October 1, 1982 for implementation of a Computerized Offsite Dose Calculation Model for the Palisades Plant.

It is now apparent that we will not meet this October 1, 1982 date due to budgetary considerations and installation delays of the CFM.

Consumers Power Company has been meeting with the Michigan Department of Public Health to determine a common method for the calculation of doses during an emergency.

The Straight Line Gaussian Model has been identified as an approach which can be made standard with the State of Michigan to ensure that the same answers are obtained in dose assessment.

This is a needed support method for the State due to their inability to confirm doBes derived from more complicated computer models.

This Straight Line Model will be utilized in the Technical Support Center as the primary method of dose assessment in the initial hours of an accident until such time as the GOCC (Temporary EOF) is manned.

When the temporary EOF is manned, a Segmented Gaussian Model is expected to be utilized in addition to the Straight Line Model.

The Straight Line Model will be retained as a backup and for confirmation with the State.

Implementation of both models is expected for the next Palisades Emergency Dri'll on May 25, 1983.
