To help you plan for their visit, we thought you might lik~ more information about the review and the team conducting it.

The purpose of th-is RER is to evaluate the overall effectiveness of

- Palisades' security program and to determine whether existing safeguards

.. regulations yield the 1 evel of protection intended py NRC.

The teams per-forming the review~ then, supp_ort NRC 1 s quality assurance program for safe-guards, both as it applies to Palis~des' security system and to NRC's regulations.

The review wil 1 comp1 ement but will be independent of the 1 icensing and inspection functions.

The review at Palisades will be conducted by a team from the Power Reactor Safeguards Licensing Branch, supported by Army Specia.1 Forces personnel from Fort Bragg, NC.

The team consists of two groups: one looking at Palisades' safeguards from the perspective of a single insider and the other looking at it through the eyes of an external adversary group of several persons.

Prior to arriving on site, the team will ~ave participated in a preliminary review focusing on Los Alamos National Scientific Laboratory's vital area analysis of Palisades plant drawings. vital component locations and the security plan.

September 3, 1982 The first day on site begins with an entrance briefing!.' which includes the showing of an audio-visual on the assessment program to appropriate station personnel. A representative from your corporate staff might be interested in attending this session as it will provide~ in a _.

For the remainder of the first day, the' team would like to undertake a plant orientation tour with emphasis *on safeguards areas and systems and examination of several plant vital areas.
