COMMENTS ON THE SYSTEMATIC EVALUATION PROGRAM As part of our deve 1 opment of a proposed program for Phase I II of SEP, we would like your comments on the value of the program, based on your experience in Phase II.

In addit'ion, *\\1'1e would welcome any recommenda-tions you may have to improve the SEP program.

The original objectives of the Systematic Evaluation Program \\<Jere:

( 1)

The program should es tab 1 i sh documentation that shO\\'-JS. hovJ the criteria for each operating pl ant reviewed compared v1ith current criteria on significant safety issues~ and should provide a rationale for acceptable departures from these criteria.

(2)

The program should provide the capability to make integrated and balanced decisions with respect to any required backfitting.

(3)

The program should be structured for early identification and resolution of any significant deficiencies.

(4)

The program should assess the safety adequacy of the design and operation of currently licensed nuclear power plants.

(5)

The program should efficiently use available resources and mini-mize requirements for additional resources by NRC or industry.

In order to maintain tl1e completion schedule for the SEP I II program development, we request that you submit yotir comments by July 30, 1982.
