STEAM GENERATOR TUBE INSPECTION The purpose of this letter is to document our agreement with the commitments you made in discussions with the NRC staff, as well as. those made in your letter of April 23, 1982. These discussions were conducted as a result of leaks discovered in two tubes in the 11.t\\
11 steam generator.
We have reviewed your summary of the results of inspections performed on 612 tubes in the A steam generator using the 540 SFW and 4x4 eddy current test probes.
You reported that no cracking had been discovered other than in the two previously identified leaking tubes (2-82-20 and 2-22-127).
Furthermore, no additional degradation was noted in the inspected tubes beyond that identified during the last eddy current tests in 1981. Based on these results, we agree that this cracking phenorne ~.does not appear to be widespread.
However, due to the limitations of the eddy current testing equipment, the staff agrees with you that a more stringent limit on allowed primary-to-secondary leakage for the duration of Cycle V is appropriate.
We also agree with your proposals regarding increased surveillance and training regarding primary-to-secondary leakage.
We have discussed this matter with the Resident Inspector at Palisades, and he concurs that your Standing Order No. 41, Rev. 0, dated April 22, 1982 which limits leakage to 0.1 gpm and.increases* sampling frequency in the event of a leak~ is sufficient and no modifications to your Technical Specifi-cations are necessary.
