During that meeting a draft report of a new study on site flooding was discussed as well as specific criticisms of previous work in this area.
Subsequently in a letter dated February 24, 1982, Consumers Power Company formally submitted comments on that previous work and discussed why we felt that a sufficient technical basis already existed to resolve this issue.
This letter concluded by stating that the final report of the new study would be submitted when published.
Attached is the final report of that study, entitled "High Water Level Study, Palisades Plant, Lake Michigan, Michigan" by R M Noble & Associates dated March 12, 1982.
This study concludes that the probable maximum surge from Lake Michigan at the Palisades site should be 4.8 feet.
When this is superimposed on the maximum mean monthly lake level of 583.6 feet (msl), a maximum stillwater elevation of 588.4'msl results.
Since the Palisades Plant design can currently withstand a surge height of over 11 feet above the maximum mean monthly lake level before flooding of the limiting component occurs (service water pump motors at 594.7 feet (msl)), it is concluded that the design is adequate, and, indeed, has a substantial margin of safety.
We trust that this new study now fully resolves this issue for Palisades.
