TMI ACTION PLAN ITEMS I.A.l.3, I.C.5 AND I.C.6 AS DESCRIBED IN NUREG-0737 - PALISADES PLANT We have completed our review of the Consumers Power Company referenced TMI Action Plan items for the Palisades Plant.

Our conclusions on each item are as follows:

Item No. I.A.l.3 Shift Manning By letter dated December 19, 1980, you provided your response to the shift manning requirements of NUREG-0737.

In this response, you stated that you are in compliance with the required manning level and that you intend to have a second SRO on shi*ft by July 1, 1982.

It was al so stated, however, that several problems could prevent strict compliance w.ith the overtime requirements (especially bargaining a*greement conditions),

thus precluding a*full commitment, but you would attempt to follow these overtime recommendations as closely as possible.

The staff has verified that you are in compliance with the required manning level, and that your intention to place a s~cond SRO on shift by July 1, 1982, is acceptable.

An NRC Confirmatory Order dated March 9, 1981

  • addressed, among other things, overtime limits for licensed *operators which are in conformance with th~ restrictions of the Ju~y 31, 1980 letter.

The employees union has requested a hearing on this provision of the

Staff Based on discussions with your management, review of Palisades procedure

'EM-03 and letter dated December 19, 1980, the staff has determined that you have committed to and have implemented a program for feedback of operational experie*nce to plant staff.

We conclude that the program is acceptable~

directives for independent human verification, and system or component tes~ing programs.

In accordance -with other NRC directives (Orders dated

  • November 9, 1979 and March 9, 1981) you have performed two procedure review and revision programs addressing verification of correct*activity perfonnance and have implemented a separate monthly surveillance* of valves, switches, and other controls important to safety. These activities have been reviewed by staff and found acceptable.

Further, you have identified and are pursuing selected augmentation of automatic status.monitoring capability.

The staff finds your status on this matter acceptable.

Based on *the above, we find your program at the Pali sades Pl ant to be a*cceptable.

Based on the results of.our review, TMI Action Plan Items Nos. I.A.l.3, I.C.5 and I.C.6 are considered resolved.
