Dear Mr. Hoffman:

By 1 ett.er dated *september 11, 1975, you requested an exemption to*

10 CFR 50, Appendix J, Section III.D.2:

T~e exemption would remove the requirement that the _personnel air lock be tested After each opening.*

We have reviewed the.information *you provided.March 2,_ 1976 an.d September 27, 1976 and do not find a sufficient basis* to accept your a1rlock testing as you have proposed. *However, Paragraph I'TI.D-.2 of Appendix J to 10 CFR 50 was revised October 22, 1980.to allow leakage te~tihg of air. locks at least once every 3 days* during periods of frequent usage and to permit such testing to be.. performed at a

  • pressure lower than the accident pressure {PA), if so specified in the plants Technical Specifications.

The revision to Paragraph III.D.2 also permits airlocks with dual seals to be tested at the times of frequent usage by pressurizing between the.seals, thereby el.iminating the need to pressurize the entire air lock.

Full air l~ck door s~altng tests which occur every ~ months at PA ar~ not affected by the revised Appendix J.

In addition, a requiremerit was added to retest, prior to returning the reactor*to an operating mode requiring containment integrity, penetrations which have been opened.following a Type A or B*test.

Based on our review of the information the following conclusions are made regarding the proposal for the. Palisades Plant:*

Your* request for exemption from the requirements for airlock leak testing if the airlock is opened between the six-month Type B test, is denied.

Your Technical Specifications *should be modified to re.quire a full Type B test of the personnel airlock at a pressure of Pa at least once every *six months, with a verification of airlock door seal integrity within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of each opening or the first of a series of openings during the interim between six month tests, whenever.
