The staff has concluded that the design of the Palisades Plant satisfy the acceptance.criteria for Topic VIII-1.A except for GIJC-17 requirements for two paths between onsite distribution and offsite power.
Compliance with GDC-17 is being reviewed under SEP Topic VII-3.
At this time the licensee has not substantiated this claim that sufficient battery capacity {more than 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />) is available to permit the delayed access patht~o be established without loss of vital steam generator level indica-tion.
Because the only issue raised in Enclosure 1 and 2 is being revieweddunder SEP Topic VII-3, the staff concluded that Topic VIII-1.A has been completed satisfactorily.

ENCLOSURE 1 SAFETY EVALUATION PALISADES NUCLEAR PLANT DOCKET NO. 50-255 DEGRADED GRID VOLTAGE PROTECTION FOR THE CLASS lE SYSTEM INTRODUCTION AND
SUMMARY
The criteria and staff positions pertaining to degraded grid voltage protection were transmitted to Consumers Power Company by NRC Generic Letter dated June 3, 1977.
In response to this~by letters dated July 28, 1978, October 2~ 1978 and February 27, 1980, the licensee proposed certain design modifications and changes to the Technical Specifications. A detailed review and technical evaluation of these proposed modifications and changes to the Technical Specifications was performed by EG&G, under contract to the NRC, and with general supervision by NRC staff. This work is reported by EG&G in "Degraded Grid Protection for Class lE Power Systems Palisades Nuclear Plant" (attached).
We have reviewed this technical evaluation report and concur in conclusion that the proposed electrical design modifications and Technical Specification changes are acceptable.
EVALUATION CRITERIA The criteria used by EG&G in its technical evaluation of the proposed changes include GDC-17 ("Electric Power Systems") of Appendix A to 10 CFR 50; IEEE Standard 279-1971 ("Criteria for Protection Systems for Nuclear Power Generating Stations 11 ); IEEE Standard 308-1977
("Voltage Ratings for Electrical Power Systems and Equipment - 60 Hz");
and staff positions defined in NRC Generic Letter to CPCo dated June 3, 1977.
I' PROPOSED CHANGES, MODIFICATIONS AND DISCUSSION The following electrical systems design modifications and Technical Specification changes were proposed by CPCo.
- a.
Installation of a second level of undervoltage relays on each 2400 volt Class lE bus.
The second level degraded grid voltage relaying will consist of three-out-of-three logic for each 2400 volt Class lE bus.
When the voltage is below 2192 + 32/-8 volts for 0.5 seconds, the diesel generator is started for the affected bus.
If the undervoltage condition continues for an additional six seconds the incoming breaker to the Class lE bus is tripped, load shedding is initiated, and the diesel generator breaker is closed upon establishment of satisfactory voltage and frequency by the diesel generator.
- b.
The requirement to block load shedding while the diesel generator is supplying the emergency load and to reinstate load shedding on a diesel generator trip is already incorporated into the Palisades design.
- c. Additions and changes to plant Technical Specifications including the surveillance requirements, allowable limits for the setpoint and time delay, and limiting conditions for operation have been provided by the licensee.
An analysis to substantiate the limiting conditions for operation and minimum and maximum setpoints were included as part of the modification proposal. These additions and changes have been reviewed and found satisfactory.
3 CONCLUSIONS We have reviewed EG&G 1s Technical Evaluation Report and concur in the findings that:
(1)
The proposed degraded grid modifications will protect the Class lE equipment and systems from sustained degraded voltage of the offsite power source.
(2)
The proposed Technical Specification changes are acceptable.
(3)
The existing load shedding circuit will block load shedding once the diesel generators are supplying the safety loads.
The load shedding feature will be reinstated if the.diesel generator breaker should trip.
