SEP TOPIC VI-7.A.3 3 EGGS ACTUATION SYSTEM FINAL SAFETY EVALUATION REPORT - PALISADES The enclosed Safety Eva 1 uation Report has been revised to reflect the additional information provided by your letter of November 30, 1981.
As a result of your letter~ the staff agrees that sufficient overlap testing is conducted under conditions as close as practical to operating
- conditions. Furthermore, we agree that the portions of the test that should not be conducted during power operation can be routinely conducted while shutdown.
Accordingly, the staff has concluded that your facility meets current licensing criteria.

VI-7.A.3, ECCS ACTUATION SYSTEM I
- INTRODUCTION.
The ECCS actuation system was reviewed with respect to the testability of operability and performance of individual active*components of the system and of the entire system as a whole under conditions as close to the design condition as practical.
The purpose of the review was to assure that all ECCS components (e.g~, valves and pumps) are included in the-component and system test and to assure that the scope of the periodic testing is adequate and meets the requirements of GDC 37.
The technical specifications were also audited for large differences between the present test requirements and those in the Standard Tech-
- nical Specifications.

REVIEW GUIDELINES
. The review guidelines are presented in Section 3 of Report EGG-EA-5602.
V.
EVALUATION Report EGG-EA-5602.describes the extent to which the ECCS actuation.
system can be tested, except for the question of response time testing.
In addition to Report EGG-EA-5602, a letter from the licensee dated July 22, 1981, identified deficiencies in. the containment isolation valve testing program and testing of the low pressure safety injection (LPSI} pump minimum flow valves.
The adequacy of cotainment leak rate testing is evaluated under SEP Topic VI-6, Containment Leak Test-ing.
The testing of the LPSI minimum flow valves is addressed in the staff Safety Evaluation Report in SEP Topic VI-7.C.2.

CONCLUSION Based upon our review-of our contractor's evaluation and th~ li~ensee 1
s basis for shutdown testing of part of the syst_em for automatic change-over from.injection to recirculation (contained in their letter of November 30, l981), the staff concludes that the Palisades plant conforms to current licensing criteria.
