The report has been revised to reflect the comments pro-v1d.ed by the licensee's July 22, 1981 letter. is the staff's final Safety Evaluation Report on this Topic. Enclosure 2 1s based on Enclosure 1 and provides the basis for the staff's proposal that a specific test of the change over from injection to recirculation mode be developed and specified in the Technical Specifications.

The need to make the Technical Specification change wfll be evaluated during the integrated safety assessment.
