CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972 for the Palisades Plant to be changed as described in Section I below:

Change A one-time extension to the due dates of the Surveillance Test Procedures identified in Attachment 1 is requested.

Discussion 1

The Palisades Plant Surveillance Test Procedures ('STP) identified in are required to be performed on an 18-month cycle (prefix R) or 12-month cycle (prefix A).

These 18-month tests were conducted at the beginning of the Palisades Plant's iast refueling outage (September 1979 to May 1980).

The 12-month tests were also performed before the end of that outage.

Due to the length of that outage, a few of these STPs will become.due shortly before the plant is again in a refueling mode.

Since Palisades Plant has been in continuous power operation, Consumers Power Company requests that the due dates of these STPs be changed such that they will be performed either at the first possible time the reactor is in a condition to where these STPs can be run (eg, cold shutdown) o: at the next refueling outage (mid-August 1981).

In order to perform these STPs when they are due, we would have to bring the plant down to a condition required to run the STPs.

Putting the reactor through a shutdown transient just to perform these STPs is not considered justifiable.

As noted in Attachment 1, the first STP (A0-3) should be completed by June 12, 1981, utilizing the +/- 25% criteria. It is our position that by extending these due dates to the next refueling outage (August 1981), if we are still in a continuous run, that this extension will not jeopardize the plant nor the health and safety of the public.

The 12-month tests are being reviewed against the requirements in the Standard

  • Technical Specifications and a change in their performance frequency may be in order at a later date.

Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
